Suddenly, a number of African states such as Mozambique and Nigeria have found themselves being ‘wooed’ by both West and East, says Dr Alex Vines. While there is a value to keeping open basic channels to the Russian leadership, it is too early to explore such possibilities with Putin, when that could leave Russia in an ambiguous and still dangerous position. Although attacks are still relentless and numerous, Ukraine’s security has been backed with strengthened NATO cyber security coupled with a motivated Ukraine vigilante ‘cyber army’.

This report is based on a public opinion poll of adult populations (aged 18 and over) conducted in late December 2022 and early January 2023 in ten European countries (Denmark, Estonia, France, Germany, Great Britain, Italy, Poland, Portugal, Romania, and Spain), and in five countries outside Europe (China, India, Turkiye, Russia, and the United States). As two major suppliers of both energy, food and fertilizer commodities, Russia’s conflict with Ukraine has caused disruption in supply for both developing and developed countries. This marked a change from the ethnic identity divides which had previously defined Ukrainian elections and saw Zelenskyy become the manifestation of a new modern Ukraine where values and a turn towards Europe mattered more than language and local identity. The onslaught of information that suggested that Russians were like vicious demons committing war crimes — it was so fast — and it felt like overnight all this content was flooding people.Unfortunately, the west rejected Stalin’s offer as it preferred to confront the USSR with NATO, dominated by the USA which spends more on its military than the next ten countries combined; including Russia and China.

Dr Vines says: ‘Non-alignment is much more comfortable than being pigeonholed as part of a Western position – or indeed an Eastern position. It is instructive to compare the USSR’s proposal for German neutrality with Russia’s proposal for Ukraine’s neutrality following the western provoked far-right 2014 coup in Ukraine. During the Iraq war of 2003, leading European intellectuals such as Jacques Derrida and Jürgen Habermas tried to define the EU’s political identity in contrast to that of the US. Putin will be all too aware of the fears this would cause, particularly in Ukraine as the site of the world’s worst nuclear power accident – Chernobyl in 1986. The narrative of a swift targeted ‘special military operation’ run by an effective army has collapsed in the face of major defeats, huge casualties, loss of equipment, munitions shortages, and military blunders.They are the only ones to hold such a view of all of the US, Russia, the EU, Great Britain, and their own country. And their publics support such an approach, as demonstrated, for example, by their reluctance to consider problems relating to Ukraine to be any of their business. So I think some degree of self-education is important, some degree of critical questioning of the sources that one is relying on, and then, ultimately, when one feels one has a better understanding of what’s going on, to try to take political action to influence policies.
